That's indirectly a result of the evolution of telephone companies, combined
with the Rube Goldberg method of assigning office codes to areas. There are
about 7,920,000 possible valid numbers in a given area code, but because of
the way they were assigned - 10,000 at a time, at a minimum - it was possible
to completely fill up the area code with fewer than 800 lines, in an extreme
case. That's since been revised to a thousand numbers, which has slowed down
the need for new area codes. (I got to watch that here, as well - when I
first came here forty years ago, six area codes were more than enough for the
whole state. Now, what used to be covered by 713 has six different codes
inhabiting it, with the original 713 shrunk to basically inside Beltway
8...and that's overlaid by two other codes. Dallas has gone through the same
process with two extra, Fort Worth has one extra, and Austin will be getting
an overlay some time in the next couple of years.) When I was home in
Kentucky last year, I had a tendency to dial all calls as ten
digits...fortunately, I didn't make very many.
