A surplus, if there was one, is when the quantity received exceeds the
quantity needed.
Example: You have a one gallon bucket, you need one gallon of water.
You have more than a gallon, so you have to get another bucket. What's
in the other bucket is a "surplus".
If we had a surplus, there is but one way we could have it. That is
the Government received more tax revenue than what was needed. In other
words, Americans were over taxed.
Which was why Bush pushed for the tax cuts, to give back to Americans
money that was rightfully theirs.
When Bush pushed for the 2nd round, I thought that wasn't a good idea.
The country was being pushed into war, and that isn't the time to start
cutting back on revenue. In my opinion.

the Government received more tax revenue than what was needed. In other
words, Americans were over taxed.
Which was why Bush pushed for the tax cuts, to give back to Americans
money that was rightfully theirs.
And now the rich are getting money that is not rightfully theirs and
Republicans just keep cutting taxes. Does it bother you at all that
your family owes over one million dollars because of Bush?
When Bush pushed for the 2nd round, I thought that wasn't a good idea.
The country was being pushed into war, and that isn't the time to start
cutting back on revenue. In my opinion.
And this week they are "pushing" round three with the so-called "death
tax."

Except of course it ignored the preexisting debt and so was
irresponsible. It was predicted it would return us to large deficits
and promptly did.
