quantity needed.
Example: You have a one gallon bucket, you need one gallon of water.
You have more than a gallon, so you have to get another bucket. What's
in the other bucket is a "surplus".
If we had a surplus, there is but one way we could have it. That is
the Government received more tax revenue than what was needed. In other
words, Americans were over taxed.
Which was why Bush pushed for the tax cuts, to give back to Americans
money that was rightfully theirs.
When Bush pushed for the 2nd round, I thought that wasn't a good idea.
The country was being pushed into war, and that isn't the time to start
cutting back on revenue. In my opinion.
