Palmer, 63 years old, sexually abused his step-granddaughter from
August 1988 to July 1999. He sexually abused his step-granddaughter's
half-sister from January 1994 to October 1995, and he was convicted of
sexually abusing one of his step-granddaughter's friends one time in
either 1998 or 1999.
