train China's air force. They also sent planes to China to be used against

We had spies eyeballing the Jap invasion fleet riding at anchor in
Shanghai harbor in November. We *knew* the Japanese were preparing a
massive amphibious assault somewhere in SE Asia. We just didn't know
where or when.
Both Admiral Kimmel and General Short (conmmanders of the naval and Army
forces in Hawaii) had been given very clear warnings by their chain of
command that we were about to get into a shooting war with Japan. They
had been drilling their forces for weeks in preparation.
What we did not know is that Yamamoto had assembled a carrier task force
to do the preemtive attack on Pearl as well. And they got lucky,
steaming through a major storm system to hide their movements.
But there is no excuse for Pearl Harbor. Short and Kimmel both seemed to
have given their commands a day off, as it were, from training. And
that's when the Japs happened to launch their attack.
To make things worse, the actions taken to deter sabotage by the ethnic
japanese in Hawaii (having all the battleships in their berths and
bunching up the aircraft at Hickam Field) actually made the Japanese
attack *more* effective by concentrating the targets in a smaller area.

suspected the Japanese were going to attack in the SW Pacific, and
thus there is no reason to believe the "FDR knew about Pearl

They didn't have a lot of choice. The US was isolationist at the time
and would not stand for anything that might involve us in a 'foreign
war'. Plus no one had a lot of experience in sneak attacks.
The December issue of a well-known and very prestigious naval magazine
had a lead article pointing out that no capital ship had ever been
sunk by aircraft.
The cover picture was the USS Arizona.
