Why are you lying? The abortion ban bill allows no exception for rape
or incest, and removes most exceptions for health.

Nope: http://legis.state.sd.us/sessions/2006/bills/HB1215enr.htm
There is no health exception. There is no exception for risk of
death. The phrasing is "No licensed physician who performs a medical
procedure designed or intended to prevent the death of a pregnant
mother is guilty of violating section 2 of this Act." You have to
look at this as a prosecutor. There is nothing about medical
judgement -- unless the doctor can prove that the woman would die he
would be guilty of a felony. You cannot tell if the woman _will_ die
until she is dead. There has been testamony in Congress by Pro-Lifers
stating that abortion is never required to save the life of the woman.

None at all. That is the only way we can control medical costs in our
society.
Currently medical costs are out of control.
Doctors are not qualified to dictate what is allowed in their practices
because of the conflict of interest they have in performing medical tasks.
