I'll bet it would be instructive to read Hitler's
justification for annexing Czechoslovakia - because of the
Czechs terrorizing the Germanic population. There must be a
moral distinction - but it eludes me.

Just invading it, occupying it, and (if successful according to US
plans) installing US rule over it!
