After the embassy bombings in Africa, and the attack on the USS Cole
in Yemen, Clinton signed two orders directing that bin Laden be either
captured or killed, and launched a missile attack on his training
camps in Afghanistan (without alerting Pakistan, obstensiably our
ally, for fear of alerting bin Laden. That's an act of war against a
nation with a nuclear arsenal, BTW.)
Clinton also increased federal spending on counter-terrorism, and left
a complete CT plan for the Bush administration. Who ignored it.
