account for relative position or starting point. A state in dead last
economically that has a growth of 50% over a 3 year period, and rises
from 50th place to 48th place overall still has an economy that sucks,

Try also looking at the raw data, including starting and ending places.

you claimed was flawed, and that it is easier to show higher relative
growth from a low starting point than it is from a higher one.

right, and there is little that they can improve on that will result in
