Clinton: Bush shortchanging family planning; abortions rising
ALBANY, N.Y.
Senator Hillary Clinton says the Bush administration is shortchanging
family planning efforts.
And she says that may be causing abortion rates to go up in some parts
of the country.
The New York Democrat spoke at a meeting of about a thousand abortion
rights supporters in Albany.
She said that during her husband's administration, family planning
funding was a priority and the rate of abortion consistently fell.
Clinton said the abortion rate fell by one-quarter between 1990 and
1995, the steepest decline since Roe was decided in 1973.
The 28th annual conference of the Family Planning Advocates of New
York State comes two days after the anniversary of the Roe v. Wade
Supreme Court decision legalizing abortion.
Clinton said there should be more money for family planning services
and contraception, and more emphasis on promoting teenage abstinence.
