To everyone who says Kerry doesn't flip-flop, pay attention to what he has
said over the last week. At the beginning of the week, according to Kerry,
Bush had failed at Iraq and Iraq was turning into "a modern Vietnam." Now,
Kerry is saying the exact opposite right after the president's news
conference.

police, emergency), then he doesn't.
-- Bush first says that 'help is on the way' to the military ... then
he cuts their benefits
-- Bush says- "The most important thing is for us to find Osama bin
Laden. Then it's "I don't know where he is. I have no idea and I
really don't care (now that the election is fired up, he's begun
thawing Osama back out).
-- Bush claims to be in favor of the environment and then secretly
starts drilling on Padre Island.
-- Bush talks about helping education and increases mandates while
cutting funding.
-- Bush first says the U.S. won't negotiate with North Korea. Now he

These are not Flip-Flops since they do not involve multiple
conflicting positions with multiple versions of the same position.
Simply because a leader states there is no need for an commission but
goes ahead and signs off on it because others want it makes that
nothing less than "part of the job as president." Now if he said
something like "I voted for war," then comes out later and says "I
only voted for the threat of war," or "I voted for a process" - then
you could call that is Flip-Flopping.

Bush is against campaign finance reform; then he's for it.

FACT: Bush was always against campaign finance reform that did not
promote a fair, balanced and constitutional approach. Bush believes
reform should not favor any one party over another or incumbents over
challengers. Both corporations and unions should be prohibited from
giving soft money to political parties, and both corporations and
unions should have to obtain permission from their stockholders or
dues-paying workers before spending treasury funds or dues on
politics. No Flip-Flop.

Bush is against a Homeland Security Department; then he's for it.

FACT: Bush was never against a Homeland Security Department. He was
against forcing the FBI into the new Homeland Security Department. No
Flip-Flop.

Bush is against a 9/11 commission; then he's for it.

FACT: Not a Flip-Flop. Simply because he signed off on the commission
in no way suggests he is for or against such a commission. If asked he
would probably tell you its a waste of time. Democrats want it because
they want anything they can find to hang Bush with during an election
year even though top ranking democrats already know what Bush knew
prior to 9/11.

Bush is against nation building; then he's for it.

FACT: Bush said "I don't think our troops ought to be used for what's
called nation-building. I think our troops ought to be used to fight
and win war." Bush isn't using American troops to re-build Iraq, that
is coming from other nations, companies and Iraqis themselves. No
Flip-Flop.

Bush is against deficits; then he's for them.

FACT: Bush like many economists believe deficits are necessary during
times of recovery from recessions and provide stimulus for a
struggling economy. No Flip-Flop.

Bush is for free trade; then he's for tariffs on steel; then he's
gainst them again.

FACT: Bush wasn't against the steel tariffs themselves, he was against
far severe consequences of the backlash and trade war that would have
resulted if they were maintained too long. Makes no economical sense
to throw millions out of work to appease a few thousand steel workers.
No Flip-Flop.

Bush is against the U.S. taking a role in the Israeli Palestinian
conflict; then he pushes for a "road map" and a Palestinian State.

FACT: Was against taking a one sided role leaving Palestinians out of
the loop. No Flip-Flop.

Bush is for states right to decide on gay marriage, then he is for
changing the constitution.

FACT: Bush never suggested such a thing. What he did suggest at the
same time in announcing his support for an constitutional amendment is
that state legislatures should be left to define "legal arrangements
other than marriage," suggesting that such an amendment would allow
states to establish civil unions for same-sex couples.
"Our government should respect every person and protect the
institution of marriage," he said. "There is not a contradiction
between these responsibilities." No Flip-Flop.

Bush first says he'll provide money for first responders (fire,
police, emergency), then he doesn't.

Too vague of a claim to respond to.

Bush first says that 'help is on the way' to the military ... then
he cuts benefits.

FACT: Bush never has cut benefits to the military. In 2002 included
$5.7 billion in new spending for people in the service. Of that, $1.4
billion was earmarked for a pay hike over and above the raises already
locked into the federal budget. No Flip-Flop.

Bush-"The most important thing is for us to find Osama bin Laden.
Bush-"I don't know where he is. I have no idea and I really don't
care.

FACT: Found several variations of this quote floating in cyberspace.
Doesn't appear to be attributed to Bush. Bush did make a similar
remark about Saddam when he was on the run. Confirmation of the quote
and the context it was made in is in order, until then this considered
a bogus claim. No Flip-Flop.

Bush claims to be in favor of the environment and then secretly
starts drilling on Padre Island.

FACT: Hardly a secret since drilling been going on since 1951 on the
island. Since Padre Island only contains gas, there is no threat from
damaging oil spills. Spring break college kids do more damage to Padre
Island then a gas well could.
In 2001, President Bush pledged $120 million of federal money to
purchase the mineral rights in Big Cypress to prevent further major
drilling efforts planned for the preserve, as well as $115 million to
buy back oil and gas leases off the shores of Pensacola. It was a
commitment praised by environmental groups. No Flip-Flop.

Bush talks about helping education and increases mandates while
cutting funding.

FACT: There's nearly $6 billion in federal education funds that
remained unspent, waiting to be drawn down by the states.
For the second straight year, the president's proposed budget will
include a $1 billion increase to $12.4 billion for Title I programs,
which provide remedial education to poor children. Bush is also
requested $9.5 billion for state grants to serve children with
disabilities, a $1 billion increase over the previous year. No
Flip-Flop.

Bush first says the U.S. won't negotiate with North Korea. Now he
will.

FACT: Bush said the would not negotiate one-on-one with North Korea.
Current negotiations involve Japan, South Korea and China. No
Flip-Flop.

Bush goes to Bob Jones University. Then say's he shouldn't have.

FACT: Bush never said such a thing. What he did say was he regreted
not using the opportunity to speak out against the schools
anti-Catholic policies. The school had recinded its policy on
interracial dating shortly after Bush's visit. No Flip-Flop.

Bush said he would demand a U.N. Security Council vote on whether
to sanction military action against Iraq. Later Bush announced he
would not call for a vote.

FACT: No records reflect the charge that Bush had indicated he would
"demand" a UN vote to sanction vote for military action against Iraq.
The UN effectively gave sanction when 1441 was passed. President
Clinton is on record saying Bush did not need UN approval under
International Law. No Flip-Flop.

Bush said the "mission accomplished" banner was put up by the
sailors. Bush later admits it was his advance team.

FACT: It was USS Lincoln sailors who wanted the banner and approaced
the Navy for assistance in paying for it, which then passed the
request on to the WH. "Mission Accomplished" is a popular military
phrase both during war and peace time when a ships or troops
accomplish their assigned missions. No Flip-Flop.

Bush was for fingerprinting and photographing Mexicans who enter
the US. Bush after meeting with Pres. Fox, he's against it.

FACT: Only those few Mexicans with laser visas will not be required to
have to go through fingerprinting and photographing every time they
cross the boarder since they already have gone through the procedure,
all others still required to be photographed and fingerprinted. Bush
never has announced he was against the fingerprinting and
photographing Mexicans. No Flip-Flop.

What has Bush done for us lately?
Allowing Illegal immigrants to remain in the country,
failing to police the borders, prescription drug
giveaways, signing the Campaign Finance Reform bill,
No Child Left Behind and the funds were left behind,
400 billion dollar welfare check to Iraq instead of it
being a loan to a oil rich nation, centralized government
in the Office of Homeland Insecurity, ignoring Federal
Court orders of Habeas Corpus of US citizen, lying about
WMD in Iraq, flip flopping on the WMDs and on state's
rights on marriage, and going after gay marriage as a way
of diverting attention from his record on the economy
and Iraq, just to use US citizens as a wedge issue for his
own petty self interest to get reelected and pander
to the extreme right wing.
This is part of a pattern of the failure of this White House
to distinguish between religion and the US Constitution, in
his attempt to theocratize the US Constitution. A thought
that would have the founding fathers flip flopping in their
graves, like Bush on WMDs and state rights issues on marriage.

There you have it, $39billion saved in one go. See, its not that hard to cut

employs but I am sure, going by the 600 staff that follow GWB around the world,
the US could spare to let some of these set warmers go.

No actually, his tune hasn't changed. He voted for the war, realised it was a
mistake but also realises that now the US is in there, they have to finish the
job.
