(Montgomery, Alabama) Civil rights advocates marked the sixth
anniversary of the murder of an Alabama man with a candlelight vigil
on the steps of the state Capitol and a renewed call for hate crime
legislation to protect gays and lesbians.
A bill that would have added gays to existing groups covered under
Alabama's hate crime law was defeated in the House earlier this month.

Sunday's vigil was held on the anniversary of the killing of Billy
Jack Gaither. Gaither was beaten and stabbed to death because he was
gay in 1999.
Since then the number of attacks on gays in the state has steadily
risen.
"Every member of the House who voted against Rep. (Alvin) Holmes'
[bill] has encouraged homophobia in Alabama and has bloodied their
hands when future hate crimes are perpetrated here," Cheryl Sabel, the
acting president of Montgomery's chapter of the National Organization
for Women told the small crowd on the steps of the Capitol.
The House defeated the measure on procedural grounds. The bill's
sponsor, Rep. Alvin Holmes, D-Montgomery, accused legislators of bias
but several lawmakers who voted against the bill said there should be
no hate crime legislation of any kind in the state.
The Legislature passed a hate crimes law in 1994 that mandates longer
minimum sentences for crimes committed because of the victim's race,
color, religion, national origin, ethnicity, or physical or mental
disability, but does not include sexual orientation.
Holmes has been trying since 1999 to expand the law to add sexual
orientation. A bill that would have included gays passed the House,
but died in the Senate, in 1999.
Holmes said he may try to bring the bill up again later in the
session. A similar bill has been approved by the Senate Judiciary
Committee. The sponsor of that bill, Sen. Hank Sanders, D-Selma, said
he may wait until late in the session to try to pass his bill. He said
it could be easier to pass later in the session when the procedural
vote may no longer be necessary.
