mountain-climbing, race-car-driving, and so on? It seems like it
should be a simple matter to add one more exception for regular
driving but without a seatbelt.
I would think that would work politically, too. The impression
I get from my private survey of (exactly one) non-seat-belt-wearers
is that they like to consider themselves wild-and-wooly,
ready-for-anything, barely-civilized non-seatbelt-wearers.
I would think they wouldn't kick too much about being put in
the same class as mountain climbers and race car drivers.
