The Babylonians were conquerors of Israel and destroyed Jerusalem per
the LORD's will. The author of Psalm 137 revealed the hatred in his
heart for the Babylonians in the verse that you cite rather than
revealing what is in the LORD's heart concerning the slaying of "little
ones."
