President Bush's nominee to be the director of central intelligence,
Rep. Porter J. Goss (R-Fla.), sponsored legislation that would have
cut intelligence personnel by 20 percent in the late 1990s.
Goss, who has been chairman of the House Permanent Select Committee on
Intelligence for the past eight years, was one of six original
co-sponsors of legislation in 1995 that called for cuts of at least 4
percent per year between 1996 and 2000 in the total number of people
employed throughout the intelligence community.
The legislation, part of a wide-ranging budget-cutting measure that
included abolishing the Energy Department and privatizing the air
traffic control system, never received a vote. But the nine-year-old
legislation, exhumed by Democrats, presents a political hurdle for
Goss.
The Bush reelection campaign has been blasting Democratic presidential
nominee John F. Kerry as deeply irresponsible for proposing
intelligence cuts at the same time. A Bush campaign ad released on
Aug. 13 carried a headline: "John Kerry . . . proposed slashing
Intelligence Budget 6 Billion Dollars."
But the cuts Goss supported are larger than those proposed by Kerry
and specifically targeted the "human intelligence" that has recently
been found lacking. The recent report by the commission probing the
Sept. 11, 2001, attacks called for more spending on human
intelligence.

Don't you understand? Goss voted to cut the intelligence budget because
Democrat Bill Clinton was president. Now that Republican George Bush
is president, it is vital that intelligence funding be increased to the
point where Bush can use the intelligence agencies as his personal
secret police force to spy on and sabotage political opponents. That is
why the Republicans have just unveiled their proposal to "overhaul" the
intelligence community and why no Democrats were allowed to provide
input into the proposal. Bush wants a national secret police agency
that reports directly to him and future Republican presidents, but one
that no future Democrat president can use for his political benefit.
That would be a break from America's traditional use of secret police
agencies; J. Edgar Hoover, the closest thing we've ever had to an
official Chief of Secret Police, performed dirty tricks for ALL U.S.
presidents he served under, regardless of their political party. So
Hoover would sabotage opponents of JFK just as readily as opponents
of Nixon. So the Bushies aren't going to allow that to happen again,
the new Chief of Secret Police will work ONLY for the Republicans.

Dispute involving liberal radio network continues

A radio network aimed at liberal audiences expects to be back on the
air in Chicago on Friday. Signal problems in Los Angeles and a
business dispute with a partner remain unresolved.
New York-based MultiCultural Radio Broadcasting Inc. dropped Air
America Radio's signal from its stations WNTD in Chicago and KBLA in
Los Angeles on Wednesday following a disagreement over payments.
Air America said Thursday it obtained a temporary restraining order
forcing Multicultural "to put us back on the air." The order does not
apply to Los Angeles.
Air America chairman Evan Cohen said the company didn't ask the court
to act in Los Angeles, and was pursuing other options there, including
finding a "more responsible and mature" business partner.
Efforts to contact MultiCultural for comment were not successful.
Earlier this week, the Chicago Tribune quoted the company's owner,
Arthur Liu, as saying Air America bounced a check to them on
Wednesday. Air America claims in its lawsuit that its payments are up
to date.
Air America Radio launched March 31 in five cities around the country
and on XM Satellite Radio with a slate of left-leaning talk radio and
political satire, headlined by comedians Al Franken and Janeane
Garofalo.
The network is broadcasting in New York, Portland, Ore., and on a
different station in Los Angeles, KCAA. It plans to add the Chapel
Hill, N.C., market Monday.

Various Kerry Spot readers are calling attention to the fact that the
Kerry web site appears to have removed the press release that used to
be here:

The date of the event is February 27, 2004. The event was a speech at
UCLA about homeland security, mentioning port security and airline
security.
Now, Kerry wouldn't need any secret documents from March 2000 to make
a speech saying port and airline security should be improved in
February 2004. So it's hard to buy the most sinister theories running
around, that Kerry was using the classified documents to put together
his homeland security policy proposals.
Unless, perhaps, the 2000 memo mentioned something about airport
perimeter security and airliner's vulnerability to shoulder-fired
missiles, and somehow that inspired Kerry release's plan to "increase
perimeter inspections of U.S. airports and work with international
aviation authorities to make sure the same standards are in place at
all international airports. He will work with our allies to crackdown
on the sale of shoulder-fired missiles that could be used in an attack
on civilian aircraft, and are sold on the black market." But would
Kerry really need a secret memo to think of that threat?
Either way, it is odd that this event appears to have been deleted
from Kerry's web site.
UPDATE: Another reader wonders if the language in Kerry's speech in
New Hampshire on December 17 or at UCLA is from the security memo.
Well, if that could be proven, it would be pretty damning.
