How can a shirt, chopped into 1200 pieces, be perfectly acceptable?
The pennies were not damaged, so why should the shirt be?

There's no comparison. The shirt was irreparably damaged by being
chopped up; no force in the universe could make it a whole piece of
cloth again, while the seller, by his own admission, had the complete
payment. He's guilty of taking the buyer's money and not providing the
paid-for product.
