In France, Herve Gaymard quit as finance minister on 25 February 2005
to end a crisis sparked by the high cost of his state-paid apartment,
which had battered a conservative government already deeply unpopular
over unemployment, cost-cutting and reforms.
In UK, David Blunkett resigned as Home Secretary on 15 December 2004
after an inquiry found that his office had been involved in
fast-tracking a visa application for the nanny of his former lover,
Kimberly Quinn.
In Belgium, there are people, such as Laurette Onkelinx, minister of
Justice, who are kept in position no matter what, whose actions
destroy Belgium's future.

Page 12: Laurette Onkelink, Minister of Injustice
Laurette was born on 2 Oct 1958 in Ougr=E9e (Belgium). Her father Gaston
came from the region of Limburg. He will continue to have the accent
from that area. In October 1950, he came to find work in Ougr=E9e. He
became a trade unionist, then regional a MP and finally a mayor.
Laurette has five brothers and sisters. She studied law at the
University of Liege and later became a lawyer. She was married to
Abb=E8s Guenned. In 1988 she was elected as an MP representing Liege. In
1992, she became a minister and she will remain a minister until the
Socialist Party becomes the opposition.
Laurette's older brother Patrick owns a restaurant in Ougr=E9e called
the "Beau Vivier", with lots of money coming in the till. Still, one
says that he is receiving a monthly invalidity pension because of a
work related disability. After a barbecue party held on 26 April 2003
by Alain Mathot (son of the other Mathot - [Guy Mathot, one of the
top
Socialists in Liege] and Isabelle Simonis (the one that had to
resign), two hooded men with guns attacked Patrick. He was hit in the
fatty tissue (sic!) and had to stay in the hospital of Angleur City.
The revenues of that party, more than 12,500 Euros, was meant to go to
the Socialist Party but disappeared. Some mention that this was a
settlement of accounts by the Mafia. Some time later, the two
attackers were arrested. These were close relations of the victim.
They were immediately locked up, and their lawyer - strangely enough

is Marc Uyttendaele, an expert in Constitutional law and Laurette's
husband. We are expecting more news on this strange affair. Even more
so because Patrick has recently been arrested for carrying a firearm
without a license!
Laurette's young sister was in jail at the end of 1979 or early 1980
on the charge of drug trafficking.
In 1996, Abb=E8s Guenned, Laurette's then-husband was the subject of an
international arrest warrant issued by Morocco for drug trafficking
and criminal association. But the man was clever enough not to go back
to Morocco. On 31 July 1997, he was caught red-handed and arrested at
Brussels' airport Zaventem where he used a diplomatic passport.
Laurette quickly divorced him to avoid a scandal. Some say this was
the fastest divorce in history. One month after the arrest, the
divorce was official. Abb=E8s Guenned was illegally using a diplomatic
passport he had kept "as a gift", and one can only wonder by what
right he had managed to get one, as he never was a diplomat! On 21
July 1998, Abb=E8s Guenned was again arrested on the same charge at the
Adnan Menderes airport in Izmir, Turkey. He was briefly imprisoned,
released, and arrested again a few days later at the request of the
Superior Court. Morocco had requested his extradition. As if by
coincidence, Guenned hired Uyttendaele as his lawyer while the Belgium
Ministry of Justice was intervening in his favour by addressing their
Turkish's counterpart Hassan Denizkurdu and providing him a false
explanation.
To avoid a diplomatic flap, Guenned was finally released. This piece
of information was reported by the Turkish newspaper Milliyet on 15
August 1998, under the Turkish title: "Bel=E7ikali Bakan esi krize yol
a=E7ti" which in English means, "The partner of a Belgium minister
stirred up a crisis."
On 20 November 1999, Laurette married the Constitutional lawyer Marc
Uyttendaele. Guess who the witnesses were? The former spouses of the
newly married couple! So Abb=E8s was Laurette's witness, indicating they
have remained close friends. So close that Abb=E8s is currently
Laurette's advisor and part of her "strategic cell", what used to be
called a minister's departmental staff. One needs to look carefully
though to find him, among the many advisers of Laurette. Her team is
one of the biggest government staff units. Abb=E8s' powers include
religions, multi-cultural policy and the big cities policy. It is
surprising that one does not find there also drug dealing policy.
Please note that Abb=E8s is strongly opposed to measures forbidding the
Muslim headscarf, just like most of the socialist leaders (see his
appeal against the prohibition of the headscarf in the daily "La Libre
Belgique" of 15 January 2004). He gave his support to the
establishment of the COIFE (Collectif d'associations Oppos=E9es =E0
l'Interdiction du Foulard =E0 l'Ecole - Joint Associations Against to
the Prohibition of Headscarfs in Schools). One of Abb=E8s' assistants is
Kissi Benjelloun, president of the Union of Mosques. A butcher by
profession, Benjelloun would have quickly enriched himself through a
real syndicate of Muslim property owners. In Islamic circles, some
have accused him of being willing to take control of the Muslim meat
market for his personal profit. Besides, Benjelloun would have serious
problems with the French Tax Office.
The previous Minister of Justice, the colourless Marc Verwilghen had
vetoed the election of eight out of sixteen members of the Muslim
Executive, because the State Security suspected them of being
fundamentalists. Laurette's husband was hired by them to defend their
case. Soon after having replaced Verwilghen, Laurette rapidly elected
these eight fundamentalists. By law of 18 July 2003, elected were
those who were suspected of being close members of the "Muslim
Brothers" and of the extremist Turkish movement "Milli Gor=FBs". Among
them was Mohamed Boulif, new chairman of the Executive the replacement
of Nordin Maloujahmoun, who is known to be more moderate. Boulif
quickly managed to obtain an "allowance" that was totally unwarranted.
An agreement with the government of March 1998 provided that one third
of the Muslim General Assembly (composed of 68 members elected by
general vote of Belgian Muslims) would be renewed after 5 years.
But Laurette did not like the current Assembly, among others because
the Socialist Party does not control it. Claiming lack of linguistic
parity (it was mostly composed of French speaking persons!) and the
absence of male-female parity (could this ever be possible in the
Muslim world?) the Assembly had to be renewed completely. Actually, it
seems that some Muslim religious leaders agreed to vote for the
Socialist Party, should they be posted part of the Assembly. This is
at least what the Muslim PJM claims [PJM =3D Young Muslim Party).
Without even asking the Muslim Executive concerned, Laurette sent them
a letter on 8 April 2004 informing them of her intention to hold new
general elections. A draft royal decree along these lines was approved
on 25 June 2004, but following a very negative advice given by the
Council of State, it had to be dropped.
A bill was then submitted and passed on an urgent basis, i.e., there
was a mere four days between the submission of the bill and it being
passed by both Chambers! This took place on Saturday 17 July 2004,
while normally Chambers never sit on Saturday. Some MPs, like
Christian Senator Clotilde Nyssens asked, "How could an existing
representative body ever be challenged from the outside, having being
judged about the manner in which it is functioning and then having
been replaced by a new body, while following different rules than
those originally and legally established?" Laurette answered that she
was working for the best interest of the Muslim community. This was a
typical socialist answer; people are made happy in spite of
themselves!
Besides, several appeals have been filed before the Arbitration Court
[Constitutional Court] by Muslims to have the law repealed.
On the 23 Sept, Laurette signed a ministerial order appointing the
Committee members: former magistrates Lucien Fran=E7ois and Raymond
Decoux, and Ayse Oz and Hassan Bousetta, Muslims whose religious
representativeness has been challenged, and Jacques Pi=E9ron, an expert
on electoral procedures. Their fee is 62,5 Euros per half a day.
Immediately, Muslim organisations have filed several recourses against
these purely political appointments to the Council of State.
Many Muslims are raising their voices against the strategy [See
Footnote 1] developed by the Socialist Party, and Laurette in
particular, "which strategy would be attempting to maintain an
ideological control - to gain more votes actually - over a
community
prevented from self-expression." It seems that the Socialist Party
wants to use the immigrant community, especially the Muslims, to gain
extra votes. The recent scandal of Isabelle Simonis [See Footnote 2],
Laurette's heir apparent from a region she has now quit in favour of
Brussels, has clearly demonstrated it.

There is no guarantee though that the strategy intended to use the
Islam to gain votes, as run by the duo Onkelinx-Moureaux, is regarded
as clever and thus efficient. Feelings of discontent well up in many
Muslims leaders. Threats recently received by Laurette Onkelinx,
Philippe Moureaux and Mohamed Chahid are quite significant in that
regard. Islam-loving persons are now threatened by Islamists! What is
remarkable about this is that less than two weeks earlier, Laurette
had stated with self-assurance during a TV debate covering the
assassination (in Amsterdam) of Theo van Gogh, that something like
that was not possible in Belgium! One can see here some evidence of
Laurette's lack of competence, while indulging in wishful thinking.
Laurette's so-called competence measures up to her commercial smile; a
deceptive mask. In all the ministries where she has served, she has
only very occasionally left good memories behind. It was more talk and
show rather than real action. No pragmatism (or sense of reality) but
rather doctrinaire and dictatorial stands.
The French-speaking political circles still remind one of the goal set
in 1996 by Laurette Onkelinx when she was Minister of Education for
the French Community, "all of them to become bilingual (students) in
2001." We are now in 2004 and are forced to admit that this target is
far from having been achieved! As to teachers, most of them have much
better memories of the pragmatic former Minister Pierre Hazette than
of the stubborn Laurette.
Then Laurette became Minister of Justice. Here she comes, wait and
see! Well, to say the least, convincing results are still being
awaited. Prisons are overcrowded and with many holes in it like a
sieve. There were more than 9,000 prisoners in 2003. Let's leave out
the incidents during the Dutroux affair (child murderer), like the
police van left open, cell key found in a pot, erotic letters from
Dutroux found addressed to a minor girl.). The incredible escape
stories of Nordine Benallal in August 2004 and of Hammid El Mrabet
some 20 days later have made the headlines. In the prison called
Lantin, a prisoner was even running a large firearms traffic operation
from his own cell!
What did Laurette do then? The escapes would have been caused by the
prison administration, which are under the control of the Ministry of
Finance, Didier Reynders. So the problem is resolved. As to the
overcrowded prisons, two of these are being closed down (in the cities
of Hasselt and Tongres) as they are too old for the poor inmates
comfort. So will this cause even more prison overpopulation? Well, no
problem. The total number of inmates will be decreased by official
decree. For all prison sentences of less than 6 months (except for
racist crimes) one will no longer actually go to jail. For sentences
between 7 and 8 months, one month in jail only. For a jail term
between 8 and 12 months, one will be only 3 months in jail. For all
jail sentences between 1 and 3 years, inmates will be released just
after they have served one third of their jail term. As to the
prisoners asking to be equipped with an electronic tracing bracelet,
they'll be released right away, while still officially remaining
detainees. These are all quite discouraging measures to criminals!
Fearing a prison warden strike before the June elections, Laurette
even asked that a minimum of condemned persons be summoned to sit out
their sentence in overcrowded prisons. Prosecutors have been ordered
to postpone their rulings by at least one month for those persons
having received less than a jail term of 3 years.
Out of a total of 1,138 requests for parole, 658 have been granted,
i=2Ee., 59 %! 5% of the requests granted concerned sex crimes against
minors! (According to the daily "La Derni=E8re Heure" [The Last Hour] of
9 November 2004). On the other hand, "the State has paid more than
500,000 Euros in 2 years to individuals having been put in jail
unjustly. Persons who have committed no offence find themselves in
jail. It happens all the time." ("La Derni=E8re Heure", 29 October 2004)
So criminals are released and innocent people are put in jail!
As to the chronic lack of magistrates, nothing has been done about it.
Quite to the contrary, the situation seems to have worsened. One
prefers appointing lesser personnel - which is cheaper and more
rewarding when it is time for elections - rather than magistrates.
Many known delinquents and criminals are being released or get
symbolic sentences because they could not be tried within a reasonable
amount of time. This will not prevent them from committing crimes
again!
Laurette's management shows deficiency. Despite a significantly
increasing budget for the Justice Ministry (that's what she said
herself!) creditors do not get their money in time, the body entrusted
with paying the Justice Ministry's bills has gone virtually bankrupt.
And 650 magistrates filed suit against Laurette for non-payment of
money legally owed them ("La Derni=E8re Heure", 27 August 2004)
True, Laurette's priority is fighting the extreme right. Not by
handling the problem, but by breaking down the thermometer. She orders
proceedings be taken against them and forbids anything that looks like
racism and Islam-phobia.
Do not forget that the satirical weekly P=E8re Ubu reminded us several
times that Laurette from the "caviar-left" [See Footnote 3] earns some
30,000 Euros per month. She reacted on this and entrusted her husband
and lawyer to file suit against P=E8re Ubu. She lost the case miserably!
With such amounts, were she to be sent back to her kitchen, there is
hardly any chance she would have to share her electors' sad fate!
Footnote 1: The EMIM, Memorial for the Moroccan Immigration, was
supposed to celebrate 40 years of Moroccan immigration to Belgium and
aimed at retrieving their votes for the regional June 2004 elections.
The board composed of 12 members was chaired by the same Hassan
Bousetta, and was composed of 6 members from the Socialist party, one
Green and 5 socialist sympathizers.
Footnote 2: An internal memo was addressed by mistake to the daily Le
Soir by an Isabelle Simonis' assistant lets appears that the fight
against right wings and racism is motivated among others by the wish
to "attract foreign votes towards the Socialist Party." One would then
spend public money for sectarian purpose. Isabelle Simonis provided
some blundering answers to this incident that quickly forced her to
resign as chairman of the French Speaking Community Parliament.
Footnote 3: "Caviar-left" is a term used to refer to this rich and
upper-class left wing which is not truly Socialist.
