Many Virginia organizations that have received federal grants for years now
find themselves listed as part of President Bush's faith-based initiative.
Some didn't even know.
Officials at Ferrum College outside Roanoke were surprised to find
themselves as the top Virginia recipient of faith-based-initiative funds in
2005.
The $14.6 million the school received was a low-interest loan from the U.S.
Department of Agriculture's Rural Development Program. It funded Ferrum
Plus, a project that involved construction of a dorm and conference center,
plus renovations.
Last year, the faith-based initiative helped direct at least $2.1 billion
in competitive grants to religious groups, up nearly 10 percent from a year
earlier, according to a limited White House review of agency records.
The key word there is "helped." There is no pot of faith-based money at the
federal level, so the scope of the initiative's efforts is based in part on
how a grant gets categorized.
For more than 25 years, the Vir- ginia Council of Churches has been
receiving taxpayer money to finance Head Start programs for children of
migrant workers. The faith-based initiative was not started until three
years ago, and now the council is listed as receiving such a federal grant.
"What they have done is redefined ongoing relationships with the federal
government to make the administration look like it's doing something more
than it's doing," said the Rev. Jonathan Barton, general minister of the
Virginia council. "We are not doing anything that's new or that came about
because of the faith-based initiative."
