There's nothing about devout Muslims in the article. It's likely these
vandals are of North African descent, and likely come from muslim families,
but it's clear they aren't rioting and vandalizing in the name of Muhammad.
They have a number of grievances against the French government, whether
justified or not, which have little to do with Islam.
Incidentally, the original Vandals went from Poland to Hungaria and thence
to France, plundering along their way to Spain and from there to North
Africa. They sailed from Carthage to invade Rome.
