He couldn't even do that in most of the remaining monarchies. Saudi
Arabia, Kuwait and Brunei come to mind as exceptions.
In the UK two kings were deposed for going far beyond what the
monarchy was allowed to do, one being beheaded.

I was thinking more of Napoleon who put the crown on his own head.
