Works for me.
Actually, technically, Bush is correct. If it is not ordinary then it
is by definition extraordinary.
Fallacy of bifurcation.
No. It is a genuine binary - the "extra-" prefix does that: literally
"outside the ordinary".
No.
Apparently extra ordinary means something not ordinary in a
substantial way, and is slightly stronger than not ordinary. It is
more a question of semantics than of logic.
Boy Toy is correct. It is like "special". Being "special" can mean
you are in remedial classes and ride a very small school bus or it can
mean youu are in advanced classes and a high acheiver. Ditto for
extraordinary. It simply means outside of the ordinary. One can be
extraordinarily stupid or extraodinarily bright.

No. The genuine binaries are (usually) generated by prefix that can

Yeah Bush's early declaration was extraordinary. A thing he learned
from Clinton. Too bad he didn't learn more. What did Clinton do prior
to Hurricane Floyd hitting the Carolinas?
He declared the Carolinas a Federal Disaster Area before Floyd struck,
mobilized the National Guard and military, cut short his working
diplomatic foray, and flew home early to manage the natural disaster
Bush on the other hand. well . . .
