Later, he told the Senate Armed Services Committee that "we were almost all
wrong - and I certainly include myself here," in believing that Iraq had weapons
of mass destruction.
But Kay denied suggestions by Democrats that intelligence analysts felt
pressured by the administration to shape intelligence to help President Bush
make the case for war. He said he spoke to many analysts who prepared the
intelligence and "not in a single case was the explanation that I was pressured
to this."

years, in as much as an interested onlooker I gather that the general
opinion is that the US, at least until very recently, depended too
much on "national technical means" to obtain intelligence at the
expense of, erm, "human resources" - which is to say on the ground
spies.

David Kay is putting forth an opinion and nothing more. He was tasked to
find WMDs in Iraq and he didn't because there were none there. He was not
tasked with discovering exactly why the Bushies thought there were (or lied
about it which is more likely) so his opinion is worth pretty much nothing.
What is needed is a independent investigation to discover just exactly WHAT
happened and why. Of course, the Bush regime came out against this very
thing today. Wonder why????

Well, I think it is. FWIW, IMO your intelligence ops and capacities
were largely designed to deal with a country with similar capacities
and methodologies to your own, i.e. the then Soviet Union. Times
change, and while the tools you built over the previous era are
useful, you need people on the ground, spys, and it takes a while to
get that kind of thing organised.

As usual, my facts are rock steady. It was clinton's intelligence gathering
that laid the path to 9/11. My president, George Bush, was only abuot 8 mohnths
into his term when 9/11 happened. And the first 6 are just trying to get on
board.
The whole setup leading to 9/11 was during Clinton's 2nd term. But he did bomb
an asprin factory to try to stop it.
