Well, they should have given him more notice so he could have
rearranged his schedule.

If there was good press, photo opportunities and glad-handing to be
done, Bush could not be dragged away from the event by teams of wild
horses! He knows that he is unpopular and will be jeered at so he has
run away with his tail between his legs.
