China's military buildup is broadening the reach of its forces in Asia
and poses a long-term threat not only to Taiwan but to the U.S.
military in the Pacific and to regional powers such as India and Japan,
according to an assessment released yesterday by the Pentagon.
The Beijing government is also improving and expanding its nuclear
arsenal, fielding more advanced nuclear missiles capable of striking
India, Russia and "virtually all of the United States," said the annual
China military power report, based on U.S. intelligence and mandated by
Congress. The report, however, said China's ability to project its
conventional military power remains limited.

No, it is a sales pitch for used US military hardware to Taiwan, Japan and
Korea.
US wants to get inflated price for its used military hardware before they
become
wasted metals.

an American pre-emptive strike against China ?

Not unless the USA has a death wish. Or at least wishes to remain the
USA we all know an love...
Ah.
Oh, all right then....
But more seriously, well, somewhat so, although the USA could change
most of China into green and black glass, if it felt like it, it seems
to me that this couldn't be done a no cost.
China is supposed to have between 20 and 50 long range not terribly
accurate nukes - which means you aim a big targets, like cities. And
presumably the Chinese strategists have thought through the US first
strike capability - stealth bombers, et al and would maximise their
(at least what we read in the press) short range missile expertise.
To quote General "Buck" Turgidson:
"Mr. President, I'm not saying we wouldn't get our hair mussed. But I
do say no more than ten to twenty million killed, tops. Uh, depending
on the breaks".
Plus, I'd think they'd take out at least half of the US carrier
groups.
And if it did go that far, and the Chinese managed to hit the top 5
USA cities, the USA would instantly becomes relegated to the status of
a third world power.
And there's a lot of people in the world who may think that's an
interesting prospect, so generally speaking I don't think that
pressing a war with China is a terribly good idea.
