vote shows deep moral fissures among state lawmakers

BOISE - Five minutes before the Idaho House of Representatives
went into session Monday afternoon, Janet Miller could have told
you what would happen.
She could have predicted much of the quoting from the Declaration
of Independence, the castigating of the era of sexual tolerance
and perhaps even the outbursts from the gallery.
“You could probably walk around the room right now and find out
the vote,” said Miller, a Boise lawmaker.
Indeed, the 53-17 vote that moved Idaho one step closer to
becoming the 19th state to ratify a constitutional amendment
barring same-sex marriage didn't surprise political insiders.
But the religious, social and scientific innuendo that emerged
during the hour-long debate on the contentious issue showed
Idahoans are further apart than ever when it comes to the issues
of homosexuality and marriage.
At one point, Rep. Joe Cannon, R-Blackfoot, suggested legalizing
same-sex marriage might encourage some to adopt homosexual ways.
“We want to encourage people to stay in marriages. ... and not
discourage it,” he said, hypothesizing a man with marital problems
might be compelled to think amorous thoughts about his college
roommate if traditional marriage isn't fortified.
But dissenting legislators vehemently disagreed, calling the joint
resolution that would limit marriage to only heterosexual unions
“enshrining discrimination.”
“I just can't concur that the institution of marriage is
threatened in Idaho,” said Rep. Shirley Ringo, D-Moscow. “What is
truly the problem we're trying to solve?”
With the two-thirds majority needed for advancement secured, the
measure now heads to the Senate, where a similar proposal fell
three votes short last year.

If the Senate were to pass it this time, the vote would wind up
before the public on general ballots this fall.
Although Idaho already has laws that prohibit homosexual marriage,
many lawmakers and groups like the Idaho Values Alliance fear
judicial action could strike them down.
If encrypted into the Constitution, however, such laws would be
virtually unassailable.
During Monday's debate, most lawmakers sat quietly staring at
computers with disinterested looks on their faces, though some
appeared troubled by the weight of the vote.

Rep. Lawerence Denney, R-Midvale, the sponsor of the proposal,
based his argument on maintaining the “purity of the home” and
asserted Christian values have been eroded by the sexual
revolution.
“We are now reaping the benefits of two generations of sexual
tolerance,” he said, referring to increasing numbers of sexually
transmitted diseases and people on welfare. “We can and we must
pass morality laws.”
One of the stranger aspects of the tense debate came when Rep.
Jana Kemp, R-Boise, asked Denney for an exact definition of both
man and woman, maintaining, it's not as “clear-cut” in the modern
era what those terms mean.
When Denney responded that there likely wasn't a person in the
country who doesn't know the definition of a man or woman,
cat-calls emanated from the gallery, causing Speaker of the House
Bruce Newcomb, R-Burley, to threaten the perpetrators with
expulsion from the hallowed chamber.
Several legislators, including Rep. Nicole LeFavour, D-Boise, the
only openly homosexual member of the Legislature, wore pink
triangles Monday, the insignia homosexuals were made to worn at
the height of Nazi Germany.
Although significantly outnumbered, LeFavour made a heartfelt plea
to other lawmakers.
“In your districts, many people live invisibly,” she said. “If we
allow those who would use coercion on this issue to succeed, they
will only grow stronger.”
