No, I think it's probably for real. Arthur Blessit is described on the site
as:
"the man that carried the cross around the world in every nation" so I guess
outer space is the next logical step.

You could just get a relatively nice laser, position yourself in some
densely populated bible-thumping community, wait for a cloudy night, and
shine the laser on the clouds. Some are easily visible when shone on clouds
10mi. high.

I believe they still scatter too much. You might try one from lunar
orbit, but that would be rather expensive.
