In other words, we're in for a very long struggle. The assessment that
Iraq has become a "cause celebre' for jihadists? That's probably true.
American-led coalition forces are attacker-occupiers, first planting and
now defending democracy amid a regional constellation of monarchies,
theocracies and dictatorships. The U.S. has reversed its prior policy of
encouraging euphemistic "stability."
That long was Washington's excuse for appeasing cruel leaders who
opposed such dangerous constructs as representative government, personal
freedoms and rights for women. Such appeasement helped to feed the
"entrenched grievances" that the NIE cites as one of the four underlying
factors in the spread of Islamic terrorism.
America's intervention, in short, is a lot of Mideast thugs' worst
nightmare. That also understandably must infuriate a lot of Islamic
radicals--just as Al Qaeda's attacks on Sept. 11, 2001, spawned a
fighting reaction in this country.
Thus what we have today is, as long anticipated, a clash of
civilizations. It is, though, not a clash between the West and Islam,
but between the advance of liberal democracy and a dark subculture
determined to battle modernity and--by spilling blood conspicuously for
the cameras--force Americans to retreat from Iraq.
Now each of us gets to judge the NIE. The totality of its message, based
on what was released Tuesday, is that the terrorism threat continues to
change and adapt and has become more diffuse. But it has vulnerabilities
that we can exploit over time, with the help of respected, moderate
voices in Muslim communities.
