The chairman of Delaware's Public Integrity Commission, a Presbyterian
pastor arrested twice last month on allegations including stalking,
burglary and drunken driving, has resigned his government post.
The Rev. P. David Brumbaugh, 53, of Dover, was appointed in April 2004
by Gov. Ruth Ann Minner to the seven-member board. The commission, an
independent agency, rules on ethical issues involving state and local
officials, and collects financial disclosure statements from
lobbyists, lawmakers and top state officials
