DC has highest HIV/AIDS rate, officials want more money

The District of Columbia is asking for more federal taxpayers' dollars to
combat the HIV/AIDS epidemic in the city after a new report shows it has
the highest infection rate in the country. However, the city's strategy
for combating the disease is riddled with failed liberal politics.

Washington, D.C., now has the dubious distinction of having the worst
HIV/AIDS rate of any city in the country -- twice the rate of New York
City and four times that of Detroit. One in 50 Washington, D.C., residents
is reported to have AIDS, and one in 20 Washingtonians is believed to be
infected with HIV. Public officials are using the numbers to bolster their
continuing claims that almost everyone is at risk for catching the
disease, and they are demanding funds for so-called comprehensive
"safe-sex" education and condom distribution programs.

Doctor Janice Shaw Crouse, senior fellow at the Beverly LaHaye Institute
of Concerned Women for America, says politicians should be honest about
how the disease is transmitted and who is at risk, rather than demanding
more money for failed policies based on lies. "It's very disingenuous, if
not downright lying, to say that anybody can get HIV/AIDS because that's
not true," Crouse said. "When it comes into the heterosexual community, it
is because they have sex with someone who is engaging in homosexual sex or
I.V. drug use."

Crouse says any other deadly disease spread in those ways would be the
target of public education campaigns exposing the risky behavior. The
activities in question would also become the object of public ridicule, as
is the case with prostitution. "It's absolutely incomprehensible because,
you know, it's illegal for a doctor not to report any other communicable
disease," she explained. "So, we're treating HIV/AIDS in a very different
way than any other communicable disease and it's absolutely baffling why
this is the case."

Public health officials should refocus their efforts, Crouse says, on
discouraging gay sex and intravenous drug use, rather than trying to make
those behaviors appear less dangerous - in order to appease liberal
activists.
