Hardly. Clinton made it a priority to balance the budget and
presided over perhaps the longest economic expansion we ever
had, certainly eclipsing the "Reagan Revolution" in any event.
Neo-cons like Bush display the worst attributes of republicans
and democrats. Bush has never seen a spending bill he didn't
like or a problem that throwing money at wouldn't solve.
Our money.
Like HH Humphrey, Bush is a populist at heart: he sees which way
public opinion is moving and sprints around front to show he
is in the lead.
At least Clinton's accomplishments were in the best interests of
this country most of the time. Clinton left this country in a better
place than how he found it and a better place than GW will leave it,
for sure.
Why have the neo-con Republicans embraced deficit spending? Besides
the obvious advantages of being relatively painless for the public at
first, it also serves the interests of their power base: It allows
tax cuts for the wealthy without raising the progressive federal
income tax (most people pay more in regressive Social Security
taxes); as the interest on the debt grows as a percentage of the
budget,
it chips away at discretionary spending: "On the question of fiscal
deficits," Reagan believed that "when they stick, they serve a good
purpose--they keep the liberals from new spending programs" according
to Reagan's first chairman of the Council of Economic Advisers,
Murray Weidenbaum.
Also, his bombings
made sure that Iraqis would never trust another US president, quite
possibly not even another American, ever again.

Neither wants us citizens to be strong (excuse me, empowered) in any
way. Power over people *is a zero-sum game. But power for me is
independence, not control over others. I don't know what the limits of
individual freedom are, but I know that I am not less free if you earn
more money, or get more educated, or leave an abusive spouse (or stop
being abusive).
But a lover of power loses something when that happens.
Politicians would rather be millionaires in a land of barefoot peasants
than billionaires in a land of millionaires. Even Bill Gates can't hire
millionaires to clean his bathroom...
