If America has a genuine desire to help other countries improve, Iraq was the wrong place to start.
There are other places in the world where a better start could have been made.

It wasn't America trying to start helping other countries improve in
Iraq - it was a small group of people who bamboozled the rest of the
country into thinking Iraq was an immediate danger to the US. I don't
think you will find any of the guilty party hanging on Usenet to
answer your question.
