Emergency School Voucher Program!*
Federally-Funded School Voucher Program Was A
One-Time Program In Response To Hurricane Katrina

In December, Americans United wrote to you about a bill sponsored by
Senators Enzi, Alexander, Dodd and Kennedy, to create a national voucher
program for displaced students forced to leave their homes in the wake
of hurricanes Katrina and Rita. While proposed as a "one-year" temporary
solution to a natural disaster, several Members of Congress were looking
to the future and saw this as an opportunity to capitalize on the
situation to push through divisive policy that severely undermines
public education. This original legislation ultimately passed Congress
and was signed into law by the President.
Now, we must write to you again because, as anticipated, this "one-year"
national voucher program is being extended. An amendment has been
included in the "Emergency Supplemental Appropriations Act" (HR 4939) by
Senators Hutchison (R-TX) and Landrieu (D-LA) adding $350 million to the
bill which will extend the program into the next school year.
The Senate is expected to take up the "Emergency Supplemental
Appropriations Act" (HR 4939) when it returns from recess the week of
April 24th.
While the Gulf Coast region is still recovering from the hurricane
season several months later, this voucher program does little to aid in
the recovery effort. Extending this flawed program will not help to
repair or rebuild the devastated public schools that have long served as
the safety net for displaced children for decades. The millions of
dollars that this supplemental sets aside for use in a school voucher
program should instead be invested into our public schools so that all
students may reap the benefits.
