We need a total overhaul of what passes laughingly as intelligence
in the USA.

Obviously you are too ignorant to realize, US intelligence is utterly
useless and has a long and horrendous record on all of this.

After the USSR collapsed into chaos and Yeltsin came to power,
I remember reading a sarcastic article by ex-President Ford.
After he became president, the CIA marched into his office
and gave him an official briefing on the US and the USSR.
They set up their flip charts and ran through a long list of
supposed intelligence. The US was in grip of inflation, high
unemployment dropping income, problems with failing industries
risiong poverty, failure! Failure! We were in a steady decline
with no relief in sight in the immediate future.
The USSR on the other hand was growing rapidly in GDP and
its economy was poised to grow rapidly for the next decade. Their armies
were bigger that ours and rapidly closeing the gap qualitatively, already
theuir tanks and artillery werre better than ours and their missles
would soon be as good as ours.
The USSR was poised to overtake the US in all fields, military,
economic, GDP growth, everything
Ford said he sat there feeling smaller and smaller in his chair
as the grim faced CIA officer rattled through the bad news,
on and on and on flipping his charts from one bad piece of news
to the next, relentlessly.
And it was all *****. It was total *****.
The USSR a decade later collapsed totally and utterly, the
economy so collapsed that for two years the real twin
currencies of the USSR was the homemade bottle of vodka
and smuggled American dollars.
