When the online magazine Salon published an article about the rumors
on Friday, the speculation reached such a pitch that White House and
campaign officials were inundated with calls.
First they said that pictures showing the bulge might have been
doctored. But then, when the bulge turned out to be clearly visible in
the television footage of the evening, they offered a different
explanation.
"There was nothing under his suit jacket," said Nicolle Devenish, a
campaign spokeswoman.
"It was most likely a rumpling of that portion of his suit jacket, or
a wrinkle in the fabric."
Ms. Devenish could not say why the "rumpling" was rectangular.
Nor was the bulge from a bulletproof vest, according to campaign and
White House officials; they said Mr. Bush was not wearing one.

See, the thing about that, is Bush is almost always hunched over. So
even if it wasn't rectangular-shaped, there's no way it could have
been a wrinkle, because the fabric of the jacket was stretched across
his back.

The bulge was clearly firm and rectangular exactly like a reciver. Same
size and shape. There is little doubt Bush was wired. They got caught
cheating ... big time.
I suspect he was wired for the second debate also but they moved the
receiver further down where the drape of the coat wasn't tight enough for
the outline to show.
Someone screwed up badly placing the receiver where it showed for the
first debate.

It's also the same size and shape as many transmitters used with
wireless mics. I've worked with these things for more than 20
years.
And it's very typical to put a wireless mic on speakers, even if
they are supposed to work only at the podium - just in case they
step away, they can sill be heard.

It's an idiotic place to put any electronic device, which are
commonly worn around the wearer's waist where it doesn' show at
all, or in a pinch, in the inside jacket pocket.
There is no convenient way to attach something way up there, and
the danger being of it slipping down.
