With all due respect, it's not a question of 'how low': Uncle Sam has always
been this bad -- as far too much of the rest of the world would attest, if
it wasn't currently dead or enslaved as a result of what Washington has felt
entitled to do to it.
What you should have asked was not 'How low have we sunk?', but, rather,
'*How transparent have we become*...?'

We have used 'proxy fighters' in the past, e.g. the Nicaraguan Contras,
