WASHINGTON (AP) -
The Bush administration is proposing to double spending on sexual
abstinence programs that bar any discussion of birth control or
condoms to prevent pregnancy or AIDS despite a lack of evidence that
such programs work.
A study by researchers at the federal Centers for Disease Control and
Prevention on declining birth and pregnancy rates among teenagers
concludes that prevention programs should emphasize abstinence and
contraception.
``Both are important,'' said Dr. John Santelli, the lead author of the
study, which has not been published.
In Minnesota, a study found that sexual activity doubled among junior
high school students taking part in an abstinence-only program.
The independent study, commissioned by the state's health department,
recommended broadening the program to include more information about
contraception.
Independent researchers who are studying abstinence-only programs for
the federal government said in their first report two years ago that
no reliable evidence exists whether the programs work.

To establish credibility: Depending who you believe, I either grew up or
refuse to grow up in the crotch of the Bible Belt. Specifically, a
suburb of the city where the Assemblies of God has its WORLD
headquarters (don't forget the WORLD part, they hate that). The
Assemblies of God are a fundamentalist denomination that make the
Southern Baptists look progressive.
Sometimes kids genuinely buy into the No Sex Until Marriage meme. Here's
what happens all too often when they do:
1. Find your One True Love, who out of six billion people in the world
miraculously happens to be attending the same high school as you. Be
passionately attracted to one another, as teenagers full of hormones are
likely to be.
2. But wait, virginity is a sacred gift (we'll ignore the disturbing
transactional and commoditizing overtones here). So you'll save it for
marriage.
3. But JEEBUS ***** you're horny. Nothing to do about it but run back
and forth along the base paths without touching third or home, which
isn't helping. So as soon as you graduate high school, get married.
Wait until graduation, because it's the right thing to do; otherwise
you're too young. Also, graduating is 'portant, y'know, for your future
an' stuff.
4. Once the union is sanctified, have tons of vanilla and awkward (but
passionate) intercourse. Bliss! Now fast forward a period of time
anywhere between one week and a few years.
5. The novelty of intercourse has worn off, and married life isn't the
state of constant infinite bliss that your church promised it would be.
Since you've both been in a grand total of one relationship apiece,
neither of you have the relationship skills or maturity necessary to
stay committed to one another in the face of any problems. And you've
got plenty. You're young, and broke, and living in a shithole, and
neither of you have any education or job skills, and the manager cut his
hours, and you hate your soul-crushingly menial job but you don't dare
quit because you can't find another because the job market sucks, and
the transmission went out and'll cost $820 to fix, and maybe he hit you
but he cried and promised he'd never do it again, and you think you
believe him but you'd never dream of telling anyone because it was your
fault anyway, you shouldn't have made him so mad.
Now you can get divorced, and face the overwhelming stigma that comes
with it in close-knit fundamentalist churches. Or you can stay together
in an icy hopeless passionless Supermax of a marriage, because you Don't
Believe in Divorce or because the only people who care about you are in
your church and you're afraid they'll abandon you (and you're probably
right). Maybe you managed to have a kid or three along the way; what a
blessing.

I am never surprised, but always angered, to see repeated instances
of what I call "WWII-Think." The last thing you want to see from those
who control or can DAMAGE the lives of so many is a refusal to flex
with reality, with change over time. The stubborn tendency to ball up
a fist against that with which you do not agree is tiresome to say the
least. Traditional rigidity of religious belief and a demand for
conformity beyond all borders has more to do with failed marriages and
drug abuse than any imagined external force. In essence, we have met
the enemy and he is Bush, plus a blizzard of the similarly-minded.
Harshness rarely pays off and "God" isn't a weapon to be taken up on
demand, or at least with good results. Can you say jihad?
The ONE thing that would really work is education and the last thing
these twerps want to do is admit that sex is for real. It would be
especially effective if you made damned sure the GIRLS grasped the
facts and the consequences. After all, they're the ones with the
golden goodies, arf. Leaving ti to be taught in the home by the
embarrassed and the ill-informed hasn't done jack for most people. I
have no doubt that the Bushies' idea of sex involves little real
passion and that their idea of marriage is a pastiche of cliches,
distance and disquiet. Never mind the arguments; that's just SAD. No
wonder many people turn to drugs; they're seeking relief.
I'll bet poor Laura Bush has never even HAD an orgasm and if she has
ever SEEN a vibrator, thinks its a face massager. As for myself, I am
fucking, sometimes involving a swing made of chamois accoutrement.
