"The US Government has announced that it will release $95m to North
Korea as part of an agreement to replace the Stalinist country's own
nuclear programme, which the US suspected was being misused.
"Under the 1994 Agreed Framework an international consortium is
building two proliferation-proof nuclear reactors and providing fuel
oil for North Korea while the reactors are being built.
"In releasing the funding, President George W Bush waived the
Framework's requirement that North Korea allow inspectors to ensure it
has not hidden away any weapons-grade plutonium from the original
reactors.
President Bush argued that the decision was 'vital to the national
security interests of the United States'."

The problem is that North Korea has no reason to trust the USA.
We have stationed nuclear missiles in South Korea, targeted at the
North for decades.
The US took sides against them in what was actually a civil war - the
former French colony of Indo-China was artificially partitioned
between two factions when the French withdrew.
Partition always causes problems, because each wants a single country,
but run their way. We have always been too quick to support the half
whose political system we like, treating it as though it were old
country rather than a new one, and the other half as another old one
with aggressive intentions against the good guys.
When partition (on the rare occasions it is be necessary) should be
merely the start of attempts to reconcile their differences. Which you
can't do if you take sides.
The "axis of evil" speech" followed by the invasion or Iraq after
making sure it had been stripped of what little effective weaponry it
had, sent North Korea a message, that the US is still in denial about.
If Iraq had actually had the weapons we lied about, we wouldn't have
invaded.

I find it hilarious that Bush just announced he's not going to attack
N. Korea. I mean - who knew?! Does he really believe that any nation
thinks he can attack anyone right now?! He has two deteriorating wars
that someone has to extricate him from before he can attack anyone, and
both the DPRK and Iran know it. That's why they're being so defiant.

Actually this is quite worrisome. With the lower recruiting standards,
gang related graffiti has begun showing up on walls in Baghdad and other
places. Worse, some of it appears to be racist and associated with Aryan
Nation groups. Now isn't that smart, recruiting a bunch of Neonazis,
skinheads, and other assorted gang bangers and training them in the use
of heavy weapons? What will they do when they get back?

And not the musical genre either.

Of course not. The beat isn't reich.

Heavy metal has the wrong beat for marching in jack boots.

If the American networks' exposes of NeoNazi and Nationalist groups here
is accurate to any degree, these types already have the means to learn
weapons training (including assault weaponry). In any case, it's not a
good idea to give them training with such armament in battlefield
conditions.

According to someone who spent a few years over there, in uniform, a
HUGE percentage of the current US military is racist and most of those
are neo-Nazi, survivalist, Nationalist or somewhere in that group.
But they'll be good boys and behave themselves when they come back.
(Maybe Bush's idea of never ending the war has some merit.)

The problem is that North Korea has no reason to
trust the USA.

History says exactly the opposite.
Back in the late 40s/early 50s, the U.S. went pretty
light on south Korea's defenses. We wouldn't even
sell them tanks!
Why? Because we knew the mood in south Korea
and were afraid that if we built up their military they
would use it to launch their own war of unification.
Of course, the north ended up breaking the peace...
Since the Korean war the U.S. was given no shortage
of reasons to go to war in Korea again. Everything
from kidnapping & assasination to selling weapons
and technology to other rogue states. Then there's
also the U.S. naval vessel they seized on the high
seas and maintain to this day as a floating museum.
North Korea has given us more than enough reasons
to go to war with them over the years, and we haven't.

We have stationed nuclear missiles in South Korea,
targeted at the North for decades.

And north Korea had been (and still is) targeting
millions of CIVILIANS with artillary & rockets, many
of them chemical and/or biological.
About the only way of ever taking out those thousands
of weapons placements -- before they have a chance of
exhausting all their ammunition (being resupplied &
exhausting it again) -- is with nuclear weapons.
Shed all the crocodile tears you want, but no sane
person would agree with your claims that allowing
millions of civilians to die would be better.
Or do you want the U.S. and south Korea to respond
with chemical & biological weapons, too?
Would that satisfy your diseased sense of justice?

The US took sides against them in what was actually
a civil war - the former French colony of Indo-China was
artificially partitioned between two factions when the
French withdrew.

You've confused Korea with Vietnam. Seriously, you're
not even close to the truth.
Korea was Japanese Disneyland, and effectively had
been since 1907.
