The gulf between rich and poor in China's cities has reached an
alarming level, the country's top economic planning agency warned
yesterday.
The National Development and Reform Commission said the poorest fifth
of city dwellers receive only 2.75% of urban incomes, less than a 20th
of the wealthiest fifth. Nationwide, the Gini coefficient, which
measures inequality, has risen to a level at which social instability
is said to become a major risk.
