He seems to be under the impression that if you go ten years without
rain, but rain falls from the sky one day, it's no longer a drought.

Los Angeles is in deep, deep drought, and even they got 2 1/2 inches
of rain last winter.

Then the prayer was not answered, as the drought has continued. As
anyone who has lived in drought conditions knows (such as here in
southern California, a few days of rain -- even heavy rain -- do not
constitute the end of said drought.
