Technically, he did not pardon himself, but preemptively
pardoned 9 people involved in the state hiring scandal, for
anything they are indicted for currently, or might be in
the future.
Personally, he took the Fifth Amendment in
front of the grand jury.
Pretty sleazy, all right, but not, strictly speaking, a self pardon.
