FBI agents were seeking to arrest a once-powerful Washington, D.C.,
lobbyist on Thursday after a Fort Lauderdale federal grand jury
charged him and a New York businessman with scheming to defraud two
lenders in a $147.5 million purchase of SunCruz Casinos.
Agents were to take Republican insider Jack Abramoff into custody on
Thursday afternoon in the Baltimore area. His partner in the
controversial 2000 SunCruz acquisition, Adam Kidan, was expected to
surrender to authorities, according to sources familiar with the
probe.
The South Florida indictment charging the duo with defrauding $60
million from two lenders that financed the sale instantly rocked the
nation's corridors of power. Indeed, rumors of their imminent arrests
circulated during the past week.

Bush also had the benefit of the single most extensive study
on terrorism -- the Hart/Rudman report. It told Bush to
expect a major terrorist attack.
Bush new that Al Qaida operatives were inside the United
States, working on a plan to hijack civilian airliners. They
admitted as much back in May of 2002, after members of
the British government admitted that they also uncovered
the plan and passed warning to Washington.
Condi Rice testified that she never could have imagined
civilian airliners being used as missiles. Luckily she didn't
have to. Annalists had been warning about it for years.
Defenses against such attacks had been in place -- at
summit meetings and the like -- for years already.
The Republicans not only fought against all of Bill Clinton's
anti-terrorism measures, but the Bush administration denounced
Bill Clinton's "Focus" (their word) on Bin Laden. They called
it a "Mistake" (their word). The Bush administration took
the "focus" off of Bin Laden. They stated this in their report on
terrorism released in late March/early April of 2001.
It seems that you're going through an awful lot of trouble to
blame Clinton for things that happened on Bush's watch.
Well, Bush was in charge. Bush was responsible. Bush fucked
up and 3,000 Americans died.

Feb 26, 1993: The first attack on the WTC. The newly minted President=20
Clinton Republicans immediately went on the offensive, blaming Clinton =
for the attacks. By March 1994, four followers of Egyptian cleric Sheik =
Omar Abdel Rahman were captured and sentenced to 240 years in prison,=20
each. The mastermind of the first WTC attack, Ramzi Ahmed Yousef, was=20
captured one year later and convicted in November 1997, also sentenced=20
to 240 years in prison.
January 1995: Clinton thwarted plans to assassinate the Pope, the plans=20
to destroy 11 airliners, and the plan to crash a plane into the CIA=20
headquarters in Langley. The blanket term for these plans for=20
"September 11 Mulitplied by 3" was called "Operation Bojinka." Clinton=20
thwarted this.
Aug 7, 1998: Carbombs at the US embassies in Kenya and Tanzania. The=20
four perpetrators wer arrsted and are serving life in prison without=20
parole. President Clinton ordered missle strikes to attack Osama bin=20
Laden and they missed Osama by only a few hours. Republicans were on=20
the attack again, claiming that the strikes were only to draw attention=20
from the Monica Lewinsky scandal.
Here is the Washington Post from that time:
"In August 1998, when [Clinton] ordered missile strikes in an effort to=20
kill Osama bin Laden, there was widespread speculation =97 from such=20
people as Sen. Arlen Specter (R-Pa.) =97 that he was acting precipitously=

to draw attention away from the Monica S. Lewinsky scandal, then at full =
boil. Some said he was mistaken for personalizing the terrorism struggle =
so much around bin Laden. And when he ordered the closing of=20
Pennsylvania Avenue in front of the White House after domestic terrorism =
in Oklahoma City, some Republicans accused him of hysteria."
October 12, 2000: The USS Cole was attacked. While Clinton was=20
investigating this, his term ended. Currently, the investigation is=20
being hampered by Yemini officials.
"For eight years the Clinton administration fought hard to counter=20
terrorism, and while we didn't accomplish all that we hoped, we had some =
important successes." --Roger Cressey, Senior Director for=20
Counterterrorism, National Security Council 1999-2001
Counterterrorism measures passed by Clinton:
1) Passed Omnibus Counterterrorism Act of 1995
2) Amended FCRA for easier access to credit reports in counterterrorism=20
cases.
3) Amended Federal law to relax standards for obtaining "pen registers"=20
and "trap and trace" device orders in routine criminal cases.
4) Passed legislation to require hotel/motels to provide records of=20
those staying in their facilities to fight terrorism.
5) Fully funded the FBI's "Digital Telephony" initiative to allow=20
court-authorized surveillance of digital communications.
6) Created and allocated funds for FBI counterterrorism and=20
counterintelligence measures.
7) Created the Domestic Counterterrorism Center, headed bythe FBI
8) Conducted terrorism threat assessment of federal facilities.
9) Direct GSA to replace Federal Building in OKC.
10) Direct the director of the FBI, the Attorney Genera, and the=20
National Security Adviser to prepair a Presidential Decision Directive=20
authorizing any steps necesary to combat terrorism.
Other counterterrorism measures passed by Clinton:
(1) INVESTIGATIONS
* Hire approximately 1000 new agents, prosecutors, and other=20
federal law enforcement and support personnel to investigate, deter, and =
prosecute terrorist activity.
* Pass legislation to require, within 1 year, the inclusion of=20
taggants in standard explosive device raw materials which will permit=20
tracing of the materials post-explosion. This proposal would require the =
inclusion of microscopic particles in certain raw materials, thereby=20
permitting law enforcement to trace the source of the explosive even=20
after a device has been detonated.
* Require the BATF to study and report on 1) the tagging of=20
explosive materials for purposes of identification and detection; 2)=20
whether common chemicals used to manufacture explosives can be rendered=20
inert for use in explosives; and 3) whether controls can be imposed on=20
certain precursor chemicals used to manufacture explosives. In light of=20
recent bombing incidents, there is a need to develop technologies that=20
will make it possible to detect concealed explosives. Additionally, if=20
bombings do take place, a means of providing some clues is needed to=20
lead investigators to those responsible for the explosion. Moreover,=20
since explosives can be manufactured using common agricultural and=20
household materials, it is important to determine whether such materials =
can be manufactured in a manner so that their use in explosives is=20
unlikely. Finally, the study would determine whether any reasonable=20
controls can be placed on precursor chemicals, e.g., ammonium nitrate,=20
which have many legitimate uses.
* Amend the Posse Comitatus Act to permit military participation in =
crime-fighting involving weapons of mass destruction. This proposal=20
would amend Federal Laws, which severely limit the role of the military=20
in domestic law enforcement, to permit military participation in=20
criminal cases involving chemical, biological, and other weapons of mass =
destruction; areas in which the military has specialized expertise.
* Amend the Electronic Communications Privacy Act of 1968 to=20
constitutionally enhance use of electronic surveillance to fight=20
terrorism. This proposal would: permit any federal felony to be used as=20
a basis for an electronic surveillance order; ease restrictions on the=20
use, in American court proceedings, of information from electronic=20
surveillance conducted by foreign governments; forbid suppression of=20
electronic evidence unless law enforcement acted in bad faith in=20
obtaining the evidence; authorize emergency electronic surveillance in=20
situations involving threats by domestic terrorist organizations,=20
authorize roving wiretaps where it is not practical to specify the=20
number of the phone to be tapped, such as where a target uses multiple=20
pay phones; allow the FBI to obtain records of local telephone calls,=20
without the need for a court order, as they can own obtain records of=20
long-diastase calls; and require telephone companies and/or service=20
providers to preserve evidence until a court order could be obtained.=20
None of these changes would alter the requirement for probable cause=20
prior to engaging in electronic surveillance.
(2) PROSECUTION
* Amend Federal law to criminalize the use of all chemical weapons=20
to include all forms of chemical weapons. This bill would amend federal=20
law to include chemical weapons in non-gaseous form. Under existing law, =
chemical weapons in gaseous form are covered, but those which are in=20
liquid or solid form are not. Thus, for example, an individual who=20
introduces dioxin in solid form into the water supply of a city would=20
not be chargeable under current law.
* Make it illegal to possess explosives knowing that they are=20
stolen. This proposal would conform explosive laws to existing firearms=20
statutes, making it a crime for an individual to possess explosives=20
which the individual knows are stolen.
* Extend the Statute of limitations on the National Firearms Act to =
five (5) years. This proposal would extend from three (3) to five (5)=20
years the statute of limitations for prosecution for violations of the=20
National Firearms Act, which deals with explosive and incendiary bombs.=20
This change brings the statue of limitations for these offenses in line=20
with similar criminal provisions.
* Provide the Secretary of Treasury authority to direct the use of=20
Treasury Department aircraft to support emergency law enforcement=20
situations. This proposal would authorize the Secretary of Treasury to=20
authorize the use of Treasury Department aircraft in support of=20
emergency law enforcement crises.
* Amend reward statutes to reduce restrictions on making rewards.=20
This proposal would provide the Attorney General authority to pay a=20
reward which is not subject to the spending limitations contained in 18=20
USC Sec. 3059 and 3072, provided that any reward of $100,000 or more may =
not be made without the approval of the President of the Attorney=20
General, and such approval may not be delegated.
(3) PENALTIES
* Increase the penalty for anyone convicted of transferring a=20
firearm or explosive knowing that it will be sue dot commit a crime of=20
violence or drug trafficking crime. This proposal will provide a=20
mandatory penalty of not less than 10 years for any person who transfers =
a firearm knowing or having reasonable cause to believe that a firearm=20
will be used to commit a crime of violence or drug-trafficking crime.
* Amend 18 USC Sec. 111 to provide enhanced penalties for all=20
current and former Federal employees against terrorist attacks. The=20
existing statute only protects enumerated categories of current Federal=20
employees. The proposed statute would provide enhanced penalties for=20
crimes against all current and former Federal employees, and their=20
immediate families, when the crime is committed because of the official=20
duties of the federal employee.
