From what I'm reading, it's the REPUBLICAN party that was covering up

Fall 2005: The teen's family contacts the office of Rep. Rodney
Alexander, R-Louisiana, the page's sponsor and hometown representative,
about e-mails to the boy from Foley.
Alexander's staff contacts House Speaker Dennis Hastert's office, which
refers the matter to the House clerk.
The clerk refers the matter to the chairman of the Page Board, Rep.
John Shimkus, R-Illinois.
Shimkus tells Foley to stop the emails, and Foley assured him and the
clerk of the House that they would.
Spring 2006: Alexander discusses the e-mails with his colleague,
Congressman Tom Reynolds, who leads the National Republican
Congressional Committee. Reynolds says later that he shared this
information with Speaker Hastert.
Thursday, September 28: ABC News reports on the e-mail exchange.
Foley's office tells ABC the e-mails were innocent and appropriate.

that's where you apparently got the idea the Democratic House members
have known about this for a year.
In fact, we've found out that as early as 2001 the Republican House
leadership was warning pages to stay away from Foley.
If you know something about the Democratic House members, you should
call CNN, Google, and Yahoo!, along with the networks, since none of
them has published anything remotely similar to what you're claiming.

The closest so far is a liberal blogger who had some information a few
months ago but says he was unable to get confirmation. Not quite the
same thing as a congressman who had confirmation and had the power to
get more information. Rather than being an election day surprise it
looks like this story was floating around, but that the media did not
have enough to publish until it was posted to a blog and ABC ran with
it.

The truth is "it has never been proven" that he targets minors. (why you
used the word "children" is beyond me). He did however, defend a homo
prostitute who did have sex with minors.
Barney Frank admitted paying "Gobie" $80 dollars for sex when they first
met. After the business arangement morphed into a "relationship" Frank also
wrote letters to Gobie's Probation Officer and used US Congressional
letterheads in character references to the Probation Dept and the Court.
Court? Yes, court! "Gobie" had been convicted of Possession of Cocaine, oral
sodomy, and using sex toys on a minor. Frank was doing everything he could
to keep his friend out of jail. Eventualy, Frank had to evict Gobie from his
apartment when the heat got to be too much...it is said he knew about
Gobie's prostitution operation in his home.
As far as understanding the difference between employing male prostitutes,
and targeting minors for homosexual acts, I confess, I don't see much of a
difference. It's depraved either way. Homosexuality is a mental disorder.
