Object: Have Miscarriage, Go to Jail
The United States of America is one of the finest countries in the
world. Its government, however, often sucks limes. For example,
John Cosgrove (R-Virginia) wishes to have passed a law that
mandates all girls and women who experience a miscarriage or
spontaneous abortion report the loss of their fetus to the police
within twelve hours of the loss. A girl or woman who does not do
so faces 12 months in prison and a $2,500 fine.
One major problem: the MAJORITY of pregnancies spontaneously
abort. Loss of a fetus is the default for human females.
I've posted the following article to these news groups because I
think this issue is a threat to human and civil rights of women.
The abuse, if the law were to pass and be enforced, even surpases
all human rights abuses Scientology Inc. has committed.
The House Bill reminds me of Nicolae Ceausescu's laws regarding
the same thing: in Romania a girl or woman was required to be
pregnant--- "The fetus is the property of the entire society.
Anyone who avoids having children is a deserter who abandons the
laws of national continuity." If a girl or woman lost a pregnancy,
she faced prison and brutal abuse at the hands of the state.

Legislative Sentry: HB1677 - Have Miscarriage, Go to Jail
Imagine the following scenario.
You are at home alone at 8:00 on a Friday night. You are 8 weeks
pregnant. You are excited about the pregnancy, but being
cautious, you haven’t told anyone about it yet except your
partner, your best friend, your parents, and your doctor.
All of a sudden, you begin to experience heavy cramping. Bleeding
ensues. You realize with shock and sadness that you are probably
experiencing a miscarriage. You leave a message with your
doctor’s service. The on-call doctor calls back, offers
sympathies, and advises taking pain medication or going to the
hospital if the bleeding gets worse. She offers you the next
available appointment for a follow-up exam - Monday at 3PM. You
accept. You are overwhelmed with grief and surprised by the
intensity of physical pain involved. You call your partner and ask
him to come home from his “boys night out”, sparing him the reason
over the phone. You call your best friend. She offers to come
over immediately and make you cocoa. You cry.
You decide not to tell your parents yet; let them sleep through
the night before delivering the terrible news. Your partner comes
home and you break the sad news to him. He holds you on the couch
and you both cry together. Your best friend comes over with
cocoa. You cry some more. Over the next few hours, you suffer
pain, cramping, and intermittent bleeding. Exhausted, you finally
fall asleep in your partner’s arms around 4 AM. You sleep until
noon, and then gird yourself for the difficult call to your
parents, who were so eagerly anticipating their first grandchild.
Guess what? You just earned yourself up to 12 months in jail and
a $2,500 fine. Why? Because you failed to call the cops and
report your miscarriage within 12 hours.
True? Not yet. But if Delegate John Cosgrove (R-78) has his way,
HB1677 will become law in a few short months, and this scenario
will be reality for many women in Virginia.
Incredulous? Outraged? Read on below the jump for more
information on this odious bill.
HB1677, “Report of Fetal Death by mother, penalty”
It sounds preposterous to talk about criminalizing women who
suffer miscarriages, but one Virginia legislator is proposing just
that. HB1677, “Report of Fetal Death by mother, penalty” is a
bill introduced by John A. Cosgrove (R) of Chesapeake. Cosgrove’s
bill requires any woman who experiences “fetal death” without a
doctor’s assistance to report this to the local law-enforcement
agency within twelve hours of the miscarriage. Failure to do so
is punishable as a Class 1 Misdemeanor.

Agreed, but I fail to see why a miscarriage is any business of the

Very few since its fairly common (I've read in a VA newspaper) for
fathers to ensure one less. (IIRC, the figure was 25% overall with
remoter areas it being more common)

Mind you, this is the same state that outlawed any and all "partnership contract or
other arrangement" between two individuals of the same sex, because such contracts
were being used to claim some of the rights of marriage (HB 751, 2004 session of
the House of Delegates.)

of public servants. He should be supported or opposed exactly to
the degree which is warranted by his good conduct or bad conduct,
his efficiency or inefficiency in rendering loyal, able, and
disinterested service to the Nation as a whole. Therefore it is
absolutely necessary that there should be full liberty to tell
the truth about his acts, and this means that it is exactly
necessary to blame him when he does wrong as to praise him when
he does right. Any other attitude in an American citizen is both
base and servile. To announce that there must be no criticism of
the President, or that we are to stand by the President, right or
wrong, is not only unpatriotic and servile, but is morally treasonable
to the American public. Nothing but the truth should be spoken about
him or any one else. But it is even more important to tell the truth,
pleasant or unpleasant, about him than about any one else."

Obviously. Bush2's approval of torture, and his sending hundreds
of American citizens to prison without those people being charged

something that must be redressed.

Well, not to mention that fetuses start out as single cells. It's
often very hard to tell that you had a miscarriage. A fair percentage
of women don't have regular periods and often have heavy periods.
They wouldn't know they were pregnant and wouldn't know they had
miscarried.
Also, there are pregnancies called - 'chemical pregnancies'. Those are
pregnancies that register on the pregnancy tests but that's all.
Pregnancies, fetuses, miscarriages are not obvious things that are
easily discernable. Apparently this person has little experience with
how women and pregnancy works and no input from gynocologists.
Just why does this grusome man want this reported anyway? Has he got

Has he got
some kind of wierd fetish?

It's a mindless Baptist.

True? Not yet. But if Delegate John Cosgrove (R-78) has his way,
HB1677 will become law in a few short months, and this scenario
will be reality for many women in Virginia.

Incredulous? Outraged? Read on below the jump for more
information on this odious bill.

Usually I feel interpretations and reactions like this are overdone,
but in this case it is 100% warranted. They even have a provision in
the bill for people passing through: "If a fetal death occurs in a
moving conveyance, a fetal death report shall be filed in the
registration district in which the fetus was first removed from such
conveyance."
This travesty, the author of which can be contacted at
Del_Cosgrove@house.state.va.us, can be read in full at this link:

referenced article only links to the summary.) I hope everyone reading
this who lives in his part of Chesapeake works to remove him.
Not surprisingly, he lists his Baptist church affiliation first on his
bio.

Gee I had a miscarriage almost 7 years ago and didn't report it. Should I
be worried? :)

Have a miscarriage and go to jail! That is what most everybody feels like
doing right? This one sounds like an L. Ron Hubbard atheist.
