The United States of America is one of the finest countries in the
world. Its government, however, often sucks limes. For example,
John Cosgrove (R-Virginia) wishes to have passed a law that
mandates all girls and women who experience a miscarriage or
spontaneous abortion report the loss of their fetus to the police
within twelve hours of the loss. A girl or woman who does not do
so faces 12 months in prison and a $2,500 fine.
One major problem: the MAJORITY of pregnancies spontaneously
abort. Loss of a fetus is the default for human females.
I've posted the following article to these news groups because I
think this issue is a threat to human and civil rights of women.
The abuse, if the law were to pass and be enforced, even surpases
all human rights abuses Scientology Inc. has committed.
The House Bill reminds me of Nicolae Ceausescu's laws regarding
the same thing: in Romania a girl or woman was required to be
pregnant--- "The fetus is the property of the entire society.
Anyone who avoids having children is a deserter who abandons the
laws of national continuity." If a girl or woman lost a pregnancy,
she faced prison and brutal abuse at the hands of the state.

Imagine the following scenario.
You are at home alone at 8:00 on a Friday night. You are 8 weeks
pregnant. You are excited about the pregnancy, but being
cautious, you haven’t told anyone about it yet except your
partner, your best friend, your parents, and your doctor.
All of a sudden, you begin to experience heavy cramping. Bleeding
ensues. You realize with shock and sadness that you are probably
experiencing a miscarriage. You leave a message with your
doctor’s service. The on-call doctor calls back, offers
sympathies, and advises taking pain medication or going to the
hospital if the bleeding gets worse. She offers you the next
available appointment for a follow-up exam - Monday at 3PM. You
accept. You are overwhelmed with grief and surprised by the
intensity of physical pain involved. You call your partner and ask
him to come home from his “boys night out”, sparing him the reason
over the phone. You call your best friend. She offers to come
over immediately and make you cocoa. You cry.
You decide not to tell your parents yet; let them sleep through
the night before delivering the terrible news. Your partner comes
home and you break the sad news to him. He holds you on the couch
and you both cry together. Your best friend comes over with
cocoa. You cry some more. Over the next few hours, you suffer
pain, cramping, and intermittent bleeding. Exhausted, you finally
fall asleep in your partner’s arms around 4 AM. You sleep until
noon, and then gird yourself for the difficult call to your
parents, who were so eagerly anticipating their first grandchild.
Guess what? You just earned yourself up to 12 months in jail and
a $2,500 fine. Why? Because you failed to call the cops and
report your miscarriage within 12 hours.
True? Not yet. But if Delegate John Cosgrove (R-78) has his way,
HB1677 will become law in a few short months, and this scenario
will be reality for many women in Virginia.
Incredulous? Outraged? Read on below the jump for more

HB1677, “Report of Fetal Death by mother, penalty”
It sounds preposterous to talk about criminalizing women who
suffer miscarriages, but one Virginia legislator is proposing just
that. HB1677, “Report of Fetal Death by mother, penalty” is a
bill introduced by John A. Cosgrove (R) of Chesapeake. Cosgrove’s
bill requires any woman who experiences “fetal death” without a
doctor’s assistance to report this to the local law-enforcement
agency within twelve hours of the miscarriage. Failure to do so
is punishable as a Class 1 Misdemeanor.

(unlike, for example, in the Hebrew Testament).
The House Bill fraudulently uses the term "miscarriage" for
"spontaneous abortion." I think that the Stalinist who thought up
the Bill deliberately chose the incorrect word because he does not
want to draw attention to the fact that most pregancies abort
spontaneously--- to his way of "thinking," that would make his
creator gods abortionists.

Actually, my wife made the observation as to why this won't happen.
It's a matter of monetary logistics.
Let us say, just as an example, that you have a state with 1 million
women, able to have children, and are pregnant. Now, as we know, 75 -
90% of all pregnancies miscarry. So we have a possibility of 900,000
miscarriages in a single year.
And under this law, everyone would have to be "investigated". How much
of the states tax collected money, would go for these "investigations"?

I had a history professor back when I was an undergrad who predicted the
United States couldn't last past 2015. He also had never thought the
USSR would last past 2000, and at the time he mentioned his prediction
for the US (around '90), it was obvious his prediction for the USSR had
been generous; he was inclined to scale back his US prediction, perhaps
to 2010, as a result. I always thought he was just a typical crazy
libertarian (for such were his politics), but things do seem to be going
the way of the doomsayers these days.

This law is only being proposed to show the constituents that Cosgrove
is against abortion. He is taking a moral stand. Even if he has no
expectation of accomplishing anything other than his own reelection.
Even if he got the law passed no cop would enforce it. Virginia also
has a law against sex outside of marriage. The Attorney General some
years ago, responding to a challenge of the law, basically said that no
cop would ever arrest anyone on that statute. They don't want a legal
challenge to it. The lawmakers can tout it and talk up their morality
without actually having to do anything. But if anyone was ever
arrested there are about a dozen groups that would jump on the chance
to pay their legal fees, and the state would look ridiculous. This
proposal is all political posturing. Even if they pass the law, it's
still just a stunt.
