doing. But Bush wanted a $20 billion slush fund for Iraq
"reconstruction" and the Dems insisted that there be some
accountability and that the money be paid for out of the bad part of
Bush's tax cuts--Kerry even proposed that the troop aid be passed
separately from the slush fund so they could debate the slush fund on
its own. Bush threatened to veto the bill if it included what the Dems
wanted, and Bush got his way. Had Kerry's side had won, the troops
still would have gotten aid because CONGRESS WOULD HAVE THEN CRAFTED A
BILL THAT *WOULD* PASS, BUSH WOULDN'T HAVE FOUGHT TO DEATH TO PROTECT
HALLIBURTTON. And it is important to remember that the troop aid
wouldn'ty have been necessary if bush had properly supplied the troops
to begin with.
