The recurring theme of the torture and abuse of Iraqi prisoners has been
that it was military intelligence, not the regular chain of command, who
was responsible. And guess who is the closest thing we have to someone
in charge of military intelligence in Iraq?
That would be the Deputy Undersecretary of Defense for Intelligence,
Lieutenant General William "Holy War" Boykin.

Put them all together and we have war and torture.
