Shrinking Deficit

The U.S. deficit in the first eight months of the fiscal year was
$272.2 billion, down from $346.3 billion at this time last year, the
Treasury said in a June 10 report.

Still, Ed McKelvey, senior U.S. economist at Goldman Sachs in New York,
said the deficit is declining because of economic growth rather than
cuts in government spending. If lawmakers don't also trim outlays the
deficit will linger, depressing growth and raising interest rates, he
said in a note to clients.

``The latest spate of good news may convince policymakers that the
budget problem is solving itself,'' McKelvey said.

Lara Rhame, an economist at Credit Suisse First Boston in New York,
warned deficits could also fester because U.S. accounts do not allow
for some Iraq war costs or the price of overhauling the Alternative
Minimum Tax and will soon face pressure from the Social Security and
Medicare systems.

``The news on the deficit has turned positive for the first time in
several years, but going forward uncertainty remains as to whether
meaningful progress on improving the shortfall will materialize,'' she
said.
