probably the same way they tried to charge David Hicks with 'attempted
murder' even though he never actually fired at anyone - which was
probably because he was never remotely in the vicinity of any
'coalition' forces.

By standing in a door way to prevent a cop from going through, or
maybe refusing to unlock the truck of a stolen vehicle. Any form of
passive resistance would be an obstruction. The guy so charged was
obviously the getaway driver, so he resisted arrest by driving away, and
resisting arrest is considered obstructing police in their duties.
