In all fairness, it would be difficult for any conservative supposedly
against "big government" to explain how adding this much bureaucratic
red tape helps anything. It is impossible for Bush.

Yeah, Reagan would be proud. As soon as George stopped speaking, 30
people in the crowd all said "Huh?" at the same time. I think its on the
books that any President who speaks with brevity & clarity is
immediately subject to having his head spin around like that scene from
"Beetlejuice," assuming it wasn't already doing so. In Bush's case, if
you wet your finger and hold it to his head while it spins, you get the
international standard A-440 tone. Well, A-442 if you're in Europe and
some microtonal screech if you're on his ranch, but you get the idea.
