Didn't you just know it would turn out to be France's fault? We didn't
want to go to war -- but those sneaky French tricked us into believing
we had to! Take a deep breath and prepare yourself for the French
(British-Iraq-Niger-uranium-CIA-George Bush) Connection: The French
foreign ministry has denied poorly-sourced press allegations that it
supplied Britain with those childish forgeries suggesting Iraq went to
Niger to buy uranium for a nuclear program -- intelligence the CIA
debunked and convinced George Bush not to mention in October, but which
the President nevertheless somehow ended up citing months later in his
most solemn case for war -- mainly, it seems, because all of his many
other scraps of evidence that Saddam was going nuclear had been
discredited.

Confused? That's probably because a commonsense person like yourself
can't imagine that we could have spent so much time discussing these
forgeries -- and still not know where they came from! Or who decided to
cite them!

But it's about to emerge, and the Republicans had best hurry up and pin
this on the French, because George Tenet is folding up like a cheap card
table. The Associated Press, citing a Senator present at yesterday's
closed-door grilling of the CIA director, reports that Tenet testified
that "a White House official insisted" that the Niger nonsense go into
the State of the Union address -- even though it had been challenged by
the CIA. Which White House official? The Senator, citing the classified
nature of the hearing, refused to say. But the smart money is on *****
Cheney, and there are already calls for his head.

"Being a member of the Intelligence Committee I can't disclose [the
White House official] but I trust that it will come out," says Democrat
***** Durbin. "But it should come out from the president. The president
should be outraged that he was misled and that he then misled the
American people." Yes, let the president declare himself shocked,
shocked! to learn that he lied in his speech. As Michael Kinsely notes,
the question "who lied in George Bush's State of the Union speech?" is
akin to the old conundrum "who is buried in Grant's tomb?"

If Bush is not outraged over the 16 notorious words, perhaps that's
because the whole speech is woven of such shoddy cloth. "The misleading
statement about African uranium is not an isolated incident. There is a
significant amount of troubling evidence that it was part of a pattern
of exaggerations and misleading statements," said Democrat Carl Levin on
the Senate floor this week. "[It] was not a 'mistake.' It was not
inadvertent. It was not a slip ... It was calculated. It was misleading
.. Condoleezza Rice's effort to justify the statement on the grounds
that it was 'technically accurate' doesn't address the heart of the
matter -- which is that the statement was calculated to create a false
impression. It is simply wrong to make a statement whose purpose is to
make people believe something when you do not believe it yourself."

After the Enron-WorldCom crashes, George Bush's lame-o response was to
demand CEOs sign a piece of paper declaring they stand behind the data
in their annual corporate reports. Perhaps we should now ask the
personal-responsibility president to sign a document saying he takes
responsibility for the truth of his annual State of the Union address?
Or maybe instead we should ask the British and the French to sign such a
document?
