a female. (The) victim replied 'No,' and walked away. ... Suspect then
approached victim from rear, stabbing him twice. Suspect stated to
victim, 'I got you.'"
Covington Assistant Police Chief Lt. Col. Mike Kraft said he didn't
know what prompted the assailant to ask such a question. But the
police report classifies the motivation for the attack as "anti-male
homosexual (gay)."

How do you know the man who was stabbed wasn't saying he was female before
this latest encounter?

The last part of the report you posted is something that shows me that the
asst police chief is deceived by his own mind.
This does not look like anti-male homosexual(gay) crime to me.
It looks like the assailant was prosecuting the male victim for committing
fraud against him.
